Cheap Domain .COM or .NET

I want to buy cheap .com or .net domain for blog

I came up with a memorable domain name and it is available for registration in both TLDs viz .com and .net. Which one should I choose? Any which cheap domain registrar offers domain registration? My budget is $15 a year. The registrar should be reputable and should have price-lock for domain renewal or even better provide coupon or promo for cheapdomain renewal price. Is the-online.com really “cheap domain” registrar? Also, shall I get cPanel hosting or managed wordpress to host my blog. Suggestions are welcome.
