Yes, from my personal experience The-Online.com VPS is quite safe for torrent hosting / seeding. You can only host private torrent. They never scan IP and ports unlike Hetzner. So no question of getting suspended. Just don’t host public torrents.
Hosting private tracker is safe here or they’ll just suspend your virtual server.
For hetzner and ovh, its big no. They scan their IPs for any vulnerabilities, open ports etc. When you will get caught doing torrents, they will just suspend your server.
