the-online.com is preferred domain registrar for offshore domain registration. You can also try OpenProvider in EU.
Gandi.net is also European. Though they are also strict. If you are looking specifically for Chinese registrar then try Tencent/DNSpod. Avoid nicenic, todaynic / eranet. There was cnobin but I don’t know about their reliability anymore.
